OJSC "Yamaltelecom" – is a fast growing telecoms operator of the Yamal-Nenets Autonomous Okrug.

"Yamaltelecom" was founded in the beginning of 2000 by the Resolution of the YNAO Governor, as a Customer for creation of an Integrated telecommunication network and the Network of the regional satellite television and radio broadcasting. The Head office of OJSC "Yamaltelecom" is located in the Orkug capital – Salekhard city. Four branches – in Moscow, Tyumen, Yekaterinburg and Khanty-Mansiysk – ensure promotion of telecoms services and technical support of the network and customers of the company.

The main goal of the company is development of communication and information systems in the autonomous area, which involves creation of a unified regional telecommunication environment, including television and radio broadcasting for the convenience of public authorities, enterprises, social structures and the whole population of the region.

Today the telecoms network of OJSC "Yamaltelecom", which uses the satellite communication technology, has no counterparts in Russia. 39 satellite stations "Yamal-24" and "Yamal-37" allow to provide tele- and radio broadcasting of regional and central channels in the most remote and difficult to access parts of the region. A large part of company’s business is devoted to provision of telephone communications to residential areas. At the beginning of 2005 telephone communication coverage of rural communities of the region reached 100%.

OJSC "Yamaltelecom" provides the following services:

• internet access through Dial-up lines;
• Internet access through leased lines;
• IP-telephony.

Payment for services is performed by way of bills, which are drawn on monthly results for corporate customers and by selling of universal payment cards for individuals.

The mission of the company is provision of telecommunication and information services, development of the TV and radio broadcasting network, building and service support of information systems and networks, leasing of satellite communication channels. Each citizen of Yamal-Nenets AO, wherever he lives, gets the possibility to use any types of communication services at a very high and modern technical level.

Year after year Yamaltelecom makes its position on the telecoms market stronger, as it tries to follow the principles, which were accepted at the day when the company was founded:

• usage of the leading technologies if the sphere of telecommunications;
• provision of high-quality communication services at favorable prices.

These rules help the company to be the most advanced, dynamic and successful.

Project goals

One of the most topical tasks in provision of company’s services was creation of the last mile for access of customers to communications infrastructure of the company. Access over switched telephone lines does not satisfy the needs of subscribers anymore due to low quality and speed. Access through a leased line can be organized far not in all districts of Salekhard, not to mention distant localities.

In order to satisfy growing needs of subscribers as related to quality and costs of services the company provides, there was successfully carried out a project of wireless (WiFi) data transfer and Internet access network building.

At the same time the existing billing system could not ensure the maximum use of wireless (WiFi) network possibilities, grant flexibility in provision of services, which prevented the company from provision of better services, than those offered by competitors, and get the maximum financial return from the wireless network.

In addition, the existing billing system could not grant the required scalability, related to rapid growth of the subscribers base, which was covered by company’s business goals.

As a fast growing telecoms operator in YNAO, "Yamaltelecom" needed a unified platform for provision of voice services and data transfer services by advanced as well as by credit payment schemes. "Yamaltelecom" has found a reliable, accurate and flexible solution, which meets its current requirements, and is able to satisfy the future ones.

The solution and what has been done

Within the project of a wireless data transmission network building, which was performed by "Yamaltelecom" in 2008, there was chosen B&CC Billmaster, developed by Inline Telecom Solutions as the billing solution, which meets modern requirements and allows to fulfill the company’s tasks.

Implementation of B&CC Billmaster allowed to organize provision, tariffication and accounting of wireless (WiFi) Internet-access services, provided to "Yamaltelecom" network subscribers, and perform accounting of permanent (with authorization and without one) Internet connection services, which are provided to individuals and companies.

The wireless (WiFi) Internet access service is provided based on the Cisco ISG (Intelligent Service Gateway) technology. Management of this services is ensured by B&CC Billmaster, which also allows to organize tariffication and control of service availability in real time. ISG service work system ensures the following possibilities:

• keeping of the service guide, including all required parameters (service speed, personal routing tables, etc.);
• possibility to unite services into packages;
• assigning of a specific service package for a customer;
• automatic connection of services on default.

Besides access to the Internet, "Yamaltelecom" uses B&CC Billmaster as a solution, which ensures provision of VoIP telephony services, provided on the equipment of Quintum Technologies. And in order to increase the quality of services and customers loyalty there was provided the possibility to accept payments through instant payment terminals OSMP.

In future "Yamaltelecom" plans to use the authorization Web-portal BISA, developed by Inline Telecom Solutions as part of service provision to users of wireless (WiFi) network. The Web-portal is used for service subscriber authentication and de/activation of separate ISG services. The portal has built-in support of several languages and extension means. Usage of the BISA authorization Web-portal will allow "Yamaltelecom" to significantly increase its competitive capacity due to flexible provision of modern and high-quality Internet access services.

Results

At present "Yamaltelecom" provides to its subscribers modern and highly-competitive services based on the convergent billing solution Billmaster. This solution allows an operator to offer its subscribers different services more easily, than before. Moreover, flexibility of B&CC Billmaster, allows to create new more remunerative service packages easily and quickly, with minimum interference with the network infrastructure.

One of the key advantages, which "Yamaltelecom" scored – is the possibility to draw one single bill, which includes different services (data transmission, voice services, content), used by each subscriber.

Important results of project implementation for "Yamaltelecom" are growth of sales of universal network access cards, growth of subscribers base in the corporate segment, as well as among individuals, increase of the average revenue per user.
