About "Murmansk multiservice networks"
OJSC "Murmansk Multiservice Networks" (OJSC "M2S") was founded in December 2005. Founders of the OJSC are such companies as "Teleross" (Saint-Petersburg) and "Broadband Multiservice Networks".
"Murmansk Multiservice Networks" is a universal telecoms operator. During two years of development the company has reached a great success: there was built the largest in Murmansk fiber-optic network, which covered 80% of residential buildings of the city using the FTTB - Fiber To The Building technology. There were launched such services as analogous and digital cable TV, broadband Internet access and the Intranet for companies and individuals, organization of virtual private networks L2 VPN and L3 VPN, IPTV and VoIP services are being tested. The data transmission network meets the most recent requirements and, according to opinion of CISCO Systems specialists, is the leading data transmission network in Eastern Europe.
The Multiservice network, designed and built by "Teleross", in future will cover all buildings of the city – residential and administrative ones. Thus, "Murmansk Multiservice Networks" will be able to provide the whole range of triple play services to individual and corporate customers. At present the company provides the following services to its subscribers:
- high-speed access to the Internet resources;
- access to telematics services (DNS, MAIL, WEB, FTP, etc.);
- access to the IP-telephony services;
- organization of corporate L2, L3 VPN networks (for legal entities).
In future the system must ensure provision of such services as videoconferencing, broadcasting of video- and radio channels over IP, provision of a range of services "video on demand", and meet requirements of these services as to equipment functionality and insurance of service quality.
Project goals
During launching of the data transmission network into commercial operation "Murmansk Multiservice Networks" faced the necessity to select a reliable billing solution, which could let the company achieve its ambitious goals by provision to subscribers of different and high-quality services. The billing solution had to guarantee a good level of scalability and performance, which ensure significant increase of the company’s subscribers base. Another important requirement to billing was high flexibility and the possibility to extend functionality of the solution, in accordance with the growth strategy, without interruption of services provision. Solution of this task would allow the company to have strong competitive positions related to provision of services in its region.
On the other hand the system must be convenient for users, shall not require constant and long-lasting interference from the part of an administrator, should be able to create different reports and allow to avoid revenue loss due to continuous monitoring of system functioning.
The solution and what has been done
From various solutions considered "Murmansk Multiservice Networks" has chosen the billing solution B&CC Billmaster from Inline Telecom Solutions.
The implemented billing solution B&CC Billmaster allows to provide broadband Internet access services, by way of credit or advanced payment scheme.
The credit payment scheme is used for provision of services to legal entities, and is based on processing of Netflow statistics, received from the network equipment. Good performance of B&CC Billmaster ensures high speed, às well as accuracy in tariffication of received data, which allows to timely and accurately prepare documents for payment for services, provided to "Murmansk Multiservice Networks" subscribers.
The advance payment scheme is used for provision of services to individuals, based on the modern technology Cisco ISG (Intelligent Service Gateway), which is developed by Cisco Systems, and in accordance with this technology is fully supported by B&CC Billmaster. This technology allows to very flexibly implement the tariff policy for services, provide and tariff services of access to different content, it helps to avoid debts of subscribers personal accounts and increase the revenue from each subscriber. All this together with high reliability of B&CC Billmaster and increase of subscribers loyalty gives "Murmansk Multiservice Networks" significant competitive advantages.

"Murmansk Multiservice Networks" received a versatile solution:
- high performance and accurate tariffication of provided services based on Netflow-statistics processing;
- provision and tariffication of services, operated at the intelligent platform Cisco ISG, which was specifically developed to increase flexibility, accuracy and quality of provided services, including an unlimited number of additional services (content, multimedia), which are available on the basis of this technology;
- integration with network equipment of different manufacturers (Cisco, Huawei, Juniper) and software solutions of third-party developers (payment systems, ERP, Middleware IPTV).
Results
Implementation of the billing solution from Inline Telecom Solutions allows the company to provide high-quality Internet access services and compete head-to-head with large telecoms operators of this region: "North-East Telecom", "Peterstar" and others.
The main results of implementation of the billing solution based on B&CC Billmaster are:
